Why Thai FDA food applications get rejected
Wrong application form

The food name, claims or ingredient declaration not matching Thai FDA notifications is a common cause.Formula contains non-permitted ingredients
Some food additives or substances exceed permitted levels or are not on the permitted list.No manufacturing or import premises yet
You need a premises number or food import licence before you can file a product application.Sor.Bor.5 vs Sor.Bor.7: what's the difference?
Both are food product applications filed through the Thai FDA e-Submission system to obtain a food serial number (the 13-digit FDA number). The difference is whether the ingredient formula must be declared.
Sor.Bor.5 (สบ.5) · Formula declaration required
Used for foods that the Thai FDA requires a formula declaration for, according to the Food Division's guidance, namely:- Dietary supplements and royal jelly
- Beverages in hermetically sealed containers and electrolyte drinks
- Food in hermetically sealed containers
- Cow's milk, fermented milk, flavoured milk, milk products and ice cream
- Coffee mixes and ready-to-drink coffee mixes
Sor.Bor.7 (สบ.7) · No formula declaration required
A food details application without a formula declaration, used instead of Sor.Bor.5 for foods that do not require one since 1 July 2016, namely:- Other quality- or standard-specified foods outside the Sor.Bor.5 group, e.g. some sauces, oils and fats
- Foods that must carry a label, e.g. snacks
- General foods that wish to display a food serial number, e.g. chili paste, snacks, seasonings
You need registered premises before filing Sor.Bor.5 or Sor.Bor.7
Manufacturers need a food manufacturing premises number (Sor.Bor.1/1 for premises that do not qualify as a factory, or a food manufacturing licence Or.2 (อ.2) for factories). Importers need a food import licence (Or.7 / อ.7). If you use an OEM factory, you can use the factory's premises.
