Cosmetics use “notification”, not Sor.Bor.5 / Sor.Bor.7

Many people search for Sor.Bor.5 or Sor.Bor.7 for creams or soaps, but these two forms are for food. Cosmetics are notified through the Thai FDA online system (Form Jor.Kor. / จ.ค.), and the notifier is the manufacturer, contract manufacturer or importer. Once accepted, you receive a notification receipt and a notification number that must appear on the label.

  • New business operators must first pass the inspection of their manufacturing or import premises according to the criteria.
  • The notification receipt is valid for 3 years from the date of issue and must be renewed before it expires.
  • Products must be manufactured or imported exactly as notified and carry a truthful Thai-language label.

Why cosmetic notifications get rejected

Prohibited or over-limit substances

Some ingredients are prohibited or restricted in cosmetics, so the formula must be checked before filing.

Exaggerated names and claims

Trade names or advertising claims that are misleading or go beyond the scope of a cosmetic will not pass.

Incomplete import documents

Imported products need information from the overseas manufacturer, and you must have properly licensed import premises.

Forgetting to renew

The notification receipt is valid for 3 years. Continuing to sell after it expires is illegal.

What's included

  • Assessing whether your product is a cosmetic or falls under another product category
  • Filing the power of attorney and requesting system access for you
  • Checking the formula against the lists of prohibited and restricted substances
  • Checking the trade name and Thai-language label before filing
  • Filing the notification in the system with attachments
  • Following up and making corrections requested by officials until you receive the notification receipt
  • Reminders and handling of notification receipt renewals
  • Coordinating manufacturing or import premises if you don't have them yet

FAQ: Thai FDA cosmetic notification

Do cosmetics use Sor.Bor.5 or Sor.Bor.7?

No. Sor.Bor.5 and Sor.Bor.7 are food applications. Cosmetics are notified through the Thai FDA system, and once accepted you receive a notification receipt and a notification number to show on the label.

How much does Thai FDA cosmetic notification cost?

From THB 3,500 per item (typical range THB 3,500–5,500), excluding VAT and government fees. If you do not yet have manufacturing or import premises, premises work starts at THB 16,500.

How long is a cosmetic notification receipt valid?

3 years from the date the notification receipt is issued. It must be renewed before it expires, and our team can send reminders and handle the renewal for you.

If an OEM factory manufactures for me, who files the notification?

The notifier can be the manufacturer, the contract manufacturer or the importer. With OEM, the factory usually files as the contract manufacturer, naming your brand. Our team will check the documents and your brand rights.

What do I need to import cosmetics into Thailand?

New importers must have import or storage premises that have passed inspection, and then notify each product before importing it for sale.

What if my notification is rejected?

Send us the reasons for rejection. Most rejections relate to the formula, the trade name or the label text. We can help you correct and refile.
