TIS (มอก.) certification, from documents to licence
We obtain licences from TISI (สมอ.) to manufacture or import industrial products, for both controlled products and voluntary TIS. We check the scope of the standard, prepare the documents, and coordinate testing and the factory inspection.
Prices exclude VAT, government fees, testing fees and factory inspection costs. The timeline depends on testing and TISI's review.
Who is this for?
- Importers of controlled products such as electrical appliances, toys and solar equipment
- Manufacturers that need a TIS licence
- Online sellers whose platforms ask for proof of TIS
- Bidders on projects that require voluntary TIS
Common problems in TIS certification
Not sure which standard applies
A single product may fall under several standards. Choosing the wrong one means repeating the tests.
Factory system documents not ready
TISI audits the manufacturer's quality control system. Overseas factories often lack documents in the required format.
Test results fail or cannot be used
Reports from laboratories outside the accepted scope, or tests that do not cover every required item.
Goods held at customs
Importing controlled products without a licence can lead to the goods being detained or sent back.
Mandatory TIS vs voluntary TIS
Before applying for TIS, you need to know which group your product belongs to, as this affects the legal requirements and the order of work.
Mandatory TIS
Products for which a Royal Decree or Ministerial Regulation requires conformity with the standard. The manufacturer or importer must obtain a licence from TISI before manufacturing, importing or selling, e.g. many electrical appliances, toys, electrical cables and crystalline silicon PV modules, which must conform to TIS 61730 Part 2-2567 from 30 Oct 2026 (summary of the Ministerial Regulation, in Thai).
Voluntary TIS
Products that have a standard which is not mandatory. Businesses may apply for a licence to display the mark voluntarily. It builds credibility and is often a condition for bids or government projects.

FAQ: TIS (มอก.) certification
How much does TIS certification cost?
Our service fee starts at THB 45,000 per licence (typical range THB 45,000–55,000), excluding VAT, government fees, testing fees and factory inspection costs. Our team confirms the total cost before we start.
What does the TIS certification timeline depend on?
It depends on laboratory testing, how ready the factory is, how complete the documents are, and TISI's review. We do not guarantee government processing times.
What is the difference between mandatory and voluntary TIS?
Mandatory TIS covers products that, by law, require a licence before they are manufactured, imported or sold. Voluntary TIS is an optional application to display a quality certification mark.
Does TISI need to inspect an importer's overseas factory?
In general, TISI must assess the manufacturing factory, both in Thailand and overseas. In some cases there are exemptions or other certification results can be used instead. Our team will check whether your case qualifies.
Can I use test results from overseas?
Only reports from testing bodies accepted by TISI that fully cover the relevant TIS standard. Send us your reports and our team will review them first.
What are the penalties for selling controlled products without TIS?
Manufacturing, importing or selling controlled products that do not conform to the standard or have no licence is punishable under the Industrial Product Standards Act, with imprisonment and fines, and the goods may be seized.
