Common problems for solar panel importers
Goods stuck at the port
The Ministerial Regulation is in force and customs checks licences through the NSW system. Without a licence, panels being imported may not clear customs.
Incomplete overseas factory documents
TISI requires the manufacturer's quality control system documents, which source factories often do not have in a language and format that can be filed.
Not sure which models are covered
You need to determine whether each model is a crystalline silicon module and which models can be grouped together.
Many parties to coordinate
TISI, the test laboratory, the source factory and the shipping agent. Without someone managing the timeline, the work will drag on.
What's included

10-point checklist for solar panel importers under TIS 61730
Summarised in our own words from official government and TISI news. Use it to check you are ready before importing crystalline silicon PV modules.
Status as of 30 Oct 2026: the Ministerial Regulation was published in the Royal Gazette on 29 Oct 2026 (Vol. 143, Part 68 Kor) and has been in force since 30 Oct 2026, after the Cabinet approved the draft on 29 Sep 2026 (thaigov.go.th). Crystalline silicon PV modules must now conform to TIS 61730 Part 2-2567, and manufacturers or importers must obtain a licence first (TISI notice).
- 1. Is your product covered?
The scope is crystalline silicon PV modules sold as standalone panels. If a panel comes built into another product, such as a ready-made solar light, check the standard for that product separately. - 2. Check the customs tariff code and the NSW system
The Ministerial Regulation has been in force since 30 Oct 2026. Panels declared under tariff code 8541.43.00-000/C62 will have their licence data checked against TISI records through the NSW system, so the importer, model and tariff code on the import declaration should match the licence. - 3. Know who must hold the licence
Manufacturers in Thailand and importers must apply for a TISI licence in the name of their own legal entity. The licence is tied to the product model and the manufacturing factory. Retailers may only sell licensed panels. - 4. Gather IEC test results that match the model and factory
Government news states that test results to IEC standards can support the application. Check that the reports state the model, wattage and factory that match the products you will actually import, and that they meet TISI's criteria. - 5. Prepare the applicant company's documents
Company affidavit, a copy of the authorised signatory's ID, and a power of attorney if an agent files on your behalf. - 6. Prepare product and factory documents
Datasheets and specifications for every model, product photos, label or nameplate, manufacturer information and the factory's quality control system documents. - 7. Register for TISI's online application system
Create a user account in the importing company's name before filing, and keep the account details with a clearly designated person in charge. - 8. Plan what to do after licensing
Display the TIS mark and licence details on the product in the format set by TISI, and report imports according to the licence conditions. - 9. Sellers and installers: check the licence before ordering
Ask the importer for a copy of the licence and compare the licence number, model name and licensee name with TISI's records before stocking or installing the products. - 10. Understand the risks of non-compliance
The Ministry of Industry has stated that penalties include imprisonment and fines. Manufacturers or importers of non-conforming products can be fined up to THB 2 million, and sellers up to THB 500,000.

FAQ: TIS 61730 solar panels
Is TIS 61730 mandatory now?
Yes. The Ministerial Regulation was published in the Royal Gazette on 29 Oct 2026 and took effect on 30 Oct 2026. Crystalline silicon PV modules must conform to TIS 61730 Part 2-2567, manufacturers and importers must first obtain a TISI licence, and customs checks licences through the NSW system.
Which solar panels are covered?
Under the Ministerial Regulation in force since 30 Oct 2026, crystalline silicon PV modules are covered, excluding modules built into other industrial products. Our team can check from your datasheet whether your model is covered.
Do distributors or installers also need TIS?
The licence must be held by manufacturers and importers. Distributors may only sell panels that are licensed and conform to the standard. If you import panels yourself to install or sell, you count as an importer and need a licence.
I already have IEC test results from the factory. Do I need to retest?
IEC test results from the manufacturer can often support the application, but they must meet TISI's criteria. Our team will first review your test reports to see whether they are complete or further testing is needed.
Roughly how much does it cost in total?
Our service fee starts at THB 80,000 per model, and factory quality system documents start at THB 120,000 per factory (excluding VAT and government fees). TISI fees and factory inspection costs are charged separately at the agency's rates. Our team confirms the total before we start.
What happens if I manufacture, import or sell panels without a licence?
According to official news, manufacturing or importing non-conforming products is punishable by up to 2 years' imprisonment and a fine of up to THB 2 million, and selling them by up to 6 months' imprisonment and a fine of up to THB 500,000, or both.
